pta-yogyakarta.go.id (30/12/10) - PTA Yogyakarta, on Thursday (30/12/10) conducted Briefing activity and dissemination of Government Regulation (PP) Num. 53 of 2010 concerning discipline of civil servants (PNS). The activitiy attended by all employees of PTA Yogyakarta was held to maintain and improve the discipline of civil servants within the environment of High Religious Court of Yogyakarta.
Briefing employees was personally conducted by the Chairman of PTA Yogyakarta, Drs. H. Ahmad Syarhuddin, SH., MH. In his briefing he focused on improving performance while increasing togetherness in work. To enhance togetherness to be achieved, Ahmad Syarhuddin wanted reactivation of the activity of having lunch together in the office whose implementation to be done by agreement of the employees, both in terms of numbers and mechanism of contribution, as well in terms of menus.

Ahmad Syarhuddin also wanted all employees in daily work are in good health so they can work well. For that Ahmad Syarhuddin wanted all employees to actively follow the sport activities programmed by office, such as physical exercising, hiking, tennis, table tennis, or badminton. "If necessary, all become athletes," said Ahmad Syarhuddin, the Chairman of High Religious Court who is also active in sports.
Discipline of Civil Servants: A Must
On the occasion of staff Briefing was also conducted socialization on Government Regulation Number 53 of 2010 concerning discipline of civil servants. The socialization conducted by Registrar / Secretary of PTA Yogyakarta, Supardjiyanto, SH. According Supardjiyanto, PP Num. 53 of 2010 is highly important for this government regulation revoked the old regulation on the discipline of civil servants that had been in effect for decades, namely PP Num. 30 of 1980.
Many new things regulated in this Government Regulation are important to be known by all employees encouraged PTA Yogyakarta to feel the need to disseminate it to all employees. "For now, meanwhile we formerly do the socialization to all employees of PTA Yogyakarta. Later in the supervisory activities to the religious courts we will socialize it to all employees across religious courts," said Supardjiyanto giving introduction.
Supardjiyanto reminded that the new regulation of discipline of civil servants provides new rules regarding sanctions against disciplinary violations by civil servants in terms of absenteeism at work, where the implementation of the calculation of the number of civil servants in a year's absence as been stipulated in the new Regulation is cumulative. "Maybe a quick reading of Article 10, we all will mean that, if an employee did not come to work without explanation for 46 days in a row, then he would be sanctioned to the dismissal as civil servant," said Supardjiyanto.
"Not only that, the delays into work and / or early leaving are also calculated cumulatively and converted to 7 ½ (seven and a half) hours equal to 1 (one) day of absenteeism," he added.

"Civil servants, in this rule, at the level of staff as well as of officials of Echelon II and III are subject to a number of sanctions if found in violation, ranging from verbal reprimand, written one, delays of the periodic salary increases, delays in promotions. Unmitigated, severe punishment of demotion to dismissal without honor is going to be issued.
Direct supervisor who does not punish his subordinate who found to have violated, will be punished the same offense committed by his subordinate, "said Supardjiyanto.
For that, Supardjiyanto hoped that all employees, in this case all civil servants of PTA Yogyakarta to maintain discipline as it has been running so far, especially in this case is in order to come to work. Had employees been absent from work he/she is expected to submit a written information and to ask for permission in writing to his/her superior.
Not only about the absence, Supardjiyanto also explained the articles in this 53 PP governing the sanctions on the affair and those about the role of civil servants in the campaign. "Civil servants may only be participants, for example in attending a campaign to find out the programs of a political party. That should not be is to wear service attributes, furthermore to use state facilities, "Supardjiyanto added.
Supardjiyanto hoped, all civil servants within the High Religious Court of Yogyakarta can understand PP 53 which has been officially enacted in November. According Supardjiyanto, the implementation of PP 53 will support the reform of the bureaucracy, capacity building of human resources and performance improvement, "the Supreme Court through the Board of Supervisor does not now play in providing a disciplinary sanction for their employees. All are intended to achieve reform of the bureaucracy of the Supreme Court in reaching an overall excellent service to the public. This is already a commitment in its vision of the Supreme Court to realize great judiciary, "he added.
The essence of the bureaucratic reform program is to provide better public services. The services are only available from an organization that is functionally organized and structured to produce outputs and outcomes that meet the criteria: acceptable (by the community), applicable (in accordance with the aims and objectives), and accountable.
