Vice Chief Justice for Non Judicial Matters : Enhancing The Quality of Human Resources is a Must
Appealed court, in this case the High Court Religion is escorted in front of the Supreme Court in coaching and supervisioning the Religious Courts. So Judges in High Religious Court must raise the soul to develop and supervise with more going down and discussing with the first level judges in religious courts. Is a logical consequence of high court judges as the law enforcement agencies to play a role in the bureaucracy to help the government program in implementing reforms.

Thus what disclosed by the Vice Chief Justice For Non-Judicial Matters, Drs. H. Ahmad Kamil, SH., MHum in his speech when he opened the Orientation of Pattern Development and Administration Control (Bindalmin) of Religious Court in The Jurisdiction of Yogyakarta High Religious Court in Inna Garuda Hotel, Yogyakarta, at December 21st, 2009.
According to Ahmad Kamil, the success of reform of the judicial bureaucracy includes several conditions that must be met, namely budgetary transaparency, case transparency , the implementation of codes of ethics (code of conduct), Property reports of the State Officials' Wealth (LHKPN report), and human resources management.
Related to human resources management reform in government beureaucracy Ahmad Kamil stressed that the whole apparatus of justice in all fields to take part in upholding the major reform paradigm: if in the old paradigm civil servant was as ambtenaar, now civil servant must be a public servant. As public servants, both employees and judges, in addition to work required to improve the discipline are also required to have a target that must be completed within a certain time.
"In terms of promotion and mutation, officials or judges who moved or mutated must not leave the job unfinished. Promotion of an official or a judge may be delayed if he is still leaving the unfinished work ," Unequivocal Ahmad Kamil.
Accompanying Ahmad Kamil at the opening event were : the Young Chairman of Religious Courts in Supreme Court, Drs. H. Andi Syamsu Alam, SH., MH., Supreme Judge Prof. Dr. H. Abdul Manan, SH, SIP, MHum. And Vice Chairman of the High Religious Court of Yogyakarta, Drs. H. Ahmad Sumadi Fadlil, SH., MHum. All three officials were planned to submit the material in these activities.
Bindalmin Pattern Orientation in Yogyakarta was attended by the judges from the High Religious Court of Yogyakarta, chairmen and vice chairmen of the first level of Religious court, clerks/secretaries, vice clerks of court, the young clerks, substitute clerks, bailiffs, and the cashier from all regions of Yogyakarta. Orientation which started on Monday 21th Desember 2009 will be held for three days until the 23rd of December, 2009, with the materials :
- Socialization Implementation Aspects of Economic Law of Sharia, which will be presented by Drs. Andi Syamsu Alam, SH., MH. (Tuada Uldilag MA),
- Pattern Bindalmin, by Professor. Dr. H. Abdul Manan, SH., SIP., MHum. (Supreme Judge),
- Bundling and Filling, by Drs. H. Fajari Zainuddin, SH., MH. (Director of Institution and Procedure Badilag),
- The Duties of Bailiff in the Religious Court , by Drs. Thantowie Ghanie, SH., MH. And Drs. H. R. Mansur (High Judges of Yogyakarta High Religious Court),
- Technical on Making the Court Minutes in Religious Courts, by Drs. H. Jalal Aromi, SH. And Drs. H. Amin Rosyidi, SH.(High Judges of Yogyakarta High Religious Court)
- Technical on Seizuring and execution of the Religious Courts, by Drs. Agus Salim, SH., MH., And Drs. Komaruddin Mudzakkir, SH. (High Judges of Yogyakarta High Religious Court),
- Technical on Religious Court Decision Making, by Drs. H. A. Fadlil Sumadi, SH, MHum (Vice-Chairman of High Religious Court of Yogyakarta).
Chairman of High Religious Court of Yogyakarta, Drs. M. Hasan H. Muhammad, SH., MH. in the written report read by the Vice-Chairman of High Religious Court of Yogyakarta, Drs. H. Sumadi Fadlil Ahmad, SH., MHum. expected through the activities which funded from the Clerk's budget of the Supreme Court (DIPA) would be able to enhance human resource competencies that immediately could realize the increasing of the public services.
